Eligibility Criteria
Q1. Who can apply for Pre-arrival Registration (PAR) for Indian Nationals?
An Indian national can apply for PAR if he/she:
(i) holds an Indian passport valid for at least six months; and
(ii) intends to visit or transit (except in direct transit by air and not leaving the airport transit area) the Hong Kong Special Administrative Region (HKSAR) for a stay not exceeding 14 days.

Q2. Do I need to apply for PAR if I am transiting the HKSAR?
You do not need to apply for PAR if you are in direct transit by air and will not leave the airport transit area. However, if you are seeking to enter the HKSAR during transit, you need to apply for PAR.

Q3. Are all Indian nationals required to apply for PAR before visiting the HKSAR?
Subject to normal immigration requirements being met, the following categories of Indian nationals may visit the HKSAR without PAR:
(i) holders of a valid Indian diplomatic or official passport;
(ii) holders of United Nations Laissez Passer coming to the HKSAR or transiting the HKSAR to/from a third place for official United Nations business;
(iii) those who have successfully enrolled for e-Channel service for Frequent Visitors;
(iv) holders of a valid HKSAR Travel Pass; and
(v) those who have obtained a valid entry visa for the HKSAR.

Also, Indian nationals who are a member of operating aircrew or operating seacrew on board vessels, or a contract seaman may also come to the HKSAR without PAR, subject to normal immigration requirements being met.

Q4. If an Indian national intends to visit/transit the HKSAR for more than 14 days, or if he/she intends to enter the HKSAR for a purpose other than visit/transit, what should he/she do?
An Indian national who intends to visit/transit the HKSAR for more than 14 days or intends to enter the HKSAR for a purpose other than visit/transit (e.g. employment, study, or take up residence in the HKSAR) must apply for an appropriate visa to the Immigration Department of the HKSAR under the existing arrangements.

Q5. Does PAR have any restriction on age?
No. There is no restriction on age in applying for PAR. All Indian nationals who intend to visit the HKSAR, regardless of age, are required to apply for PAR, unless they belong to one of the exempted categories. See A3 above.

Q10. What information is required for application for PAR?
You are required to provide information on all mandatory fields in the registration page, which are marked with asterisks, such as your name in English, alias in English (if any), sex, marital status, date of birth, place of birth, residential address, contact telephone number, India passport number, its place of issue, date of issue and date of expiry. You should also provide other information in the non-mandatory fields as far as possible. Besides, you have to select and answer one of the pre-defined Identification Questions as an identification tool for subsequent retrieval and reprinting of your "Notification Slip for Pre-arrival Registration for Indian Nationals", if necessary.

The inputted place of birth should be exactly the same as it appears in your Indian passport. You may choose your place of birth from the pull-down menu in the place of birth field. Validity of PAR

PAR is normally valid for six months or in accordance with the validity of the Indian passport, whichever is shorter. During the validity of PAR, you may use a valid notification slip together with the specific and valid Indian passport linked to the successful PAR to make multiple visits to the HKSAR visa-free. On each visit, you may stay in the HKSAR for up to 14 days, provided that you meet the normal immigration requirements.

To view or reprint a notification slip, you may use the "View/Print Registration Notification Slip" function of the PAR system (www.gov.hk/en/apps/immdindianpardenq.htm). To use this function, you are required to input your Indian passport number, select the Identification Question chosen and provided the exact answer provided during the registration process.

Q27. What will happen if I am unable to select the Identification Question and/or provide the exact answer which was submitted during the registration when using the "View/Print Registration Notification Slip" function?
During the registration, you are required to select and answer one of the pre-defined Identification Questions, which will serve as an identification tool for subsequent retrieval and reprinting of your "Notification Slip for Pre-arrival Registration for Indian Nationals" (notification slip), if necessary. If you are unable to provide the exact answer to the Identification Question selected during registration, you will not be able to view and reprint the notification slip of the registration in case you need to retrieve it from the PAR system.

You may check your enrolment validity by using the "e-Channel Service for Frequent Visitors Enrolment Validity Enquiry" function of the PAR system (www.gov.hk/en/apps/immdindianparsenq.htm). If your enrolment is valid, you may print the "Record of enrolment for e-Channel service for Frequent Visitors" (the record) from the system. Before boarding a conveyance bound for the HKSAR, you may present the printout of the record together with the specific and valid Indian passport specified thereon to transport operator as proof of valid enrolment for e-Channel service for Frequent Visitors.

Q33. What should I do if the data on the notification slip does not tally with that on my Indian passport?
Data inconsistency between the notification slip and your Indian passport will render the registration invalid and lead to refusal of your boarding a conveyance bound for the HKSAR and entry to the HKSAR. You should re-apply for PAR by inputting information which is exactly the same as it appears in your Indian passport.

Entry to the HKSAR
Q34. Is it necessary to bring along the printout of the "Notification Slip for Pre-arrival Registration for Indian Nationals" (notification slip) after successful application for PAR for boarding an aircraft, ship, vehicle or other forms of transportation bound for the HKSAR and arrival immigration clearance in the HKSAR?
After successful application for PAR, you must print the notification slip generated by the PAR system on a sheet of blank A4 white paper. Before boarding a conveyance ("conveyance" means a ship, aircraft, vehicle or any other means whatsoever of travel or transport) bound for the HKSAR, transport operators will check the notification slip. Failure to present the notification slip and the same and valid Indian passport which you have used to apply for PAR successfully will lead to refusal of your boarding a conveyance bound for the HKSAR and refusal of entry to the HKSAR.

Q35. If I have successfully applied for PAR, is it a guarantee of my entry to the HKSAR?
No. You are still subject to immigration control under the provisions of the Immigration Ordinance, Chapter 115, Laws of Hong Kong. You must fulfil the normal immigration requirements before entry to the HKSAR may be granted.

No. A person admitted as a visitor in the HKSAR is not allowed to take any employment, whether paid or unpaid; establish or join in any business; or become a student at a school, university or other educational institution in the HKSAR. If you wish to enter the HKSAR for employment, study, training or residence, you should apply for an appropriate visa to the Immigration Department of the HKSAR under the existing arrangements. You can make a new registration. If your previous registration is completed and successful, the computer system will show "You have already made pre-arrival registration that is still valid". You can then reprint the notification slip by using the function "View/Print Registration Notification Slip".

Q45. I can't preview the PDF file type notification slip under the "Start Screen" mode of Windows 8. What should I do?
Internet Explorer of Windows 8 does not support any plug-in under the "Start Screen" mode. To access the online service under Windows 8, please switch to the "Desktop" mode. The "Start Screen" mode under Windows 8 can be switched to "Desktop" mode by clicking "Desktop" tile (usually at the left-lower corner) or pressing "Windows logo key + D".

When the system is under maintenance or too many users are using the system, message "System Busy" would be displayed to alert the users to the situation. Please try again later.

Meanwhile, message "System Busy" might also be displayed for expired hyperlinks when you access the online system by indirect link provided by search engine, or through hyperlink saved as "bookmark". Please use the hyperlink in GovHK or ImmD homepage to access the online service.
